Due to the complexity and duration of certain projects and programmes, formal agreements can help align teams effectively. In projects and programmes, not all details are known at the outset, so it is important for formal agreements to provide mechanisms for escalation and change as new risks and issues emerge. Individuals accustomed to operational environments may find uncertainty and shifting decisions unfamiliar. Formal agreements typically document what is known at the time, with appropriate caveats.
